The “Chef De Terre” And Landed Property Rights Under Cameroonian Law

Land rights management procedures under Cameroonian law witness the involvement of a multiplicity of actors both at the central and external services of the administration. Amongst these actors are the Heads of Administrative Unit whose pivotal role over the years has earned them the title of "chef de Terre", meaning that almost everything concerning land rights is on their shoulders. In the recent past, Cameroonians have been calling for land reforms based on the difficulties they face in accessing and preserving land rights. Many stakeholders point an accusing finger on these authorities. This work seeks to understand the role of these authorities and evaluate their implication. The work equally projects land right as a human right which should be considered as fundamental human right for better protection. It is a must read. 

Dr. Anuafor Cletus Asongwe is both a Senior Administrative Officer and a scholar. As a scholar, he holds a bachelor's degree in History and another in Law and Public Administration from the universities of Yaounde I and II respectively. He equally holds a Ma'i'trise and Masters in the History of International Relations still from Yaounde I University, Masters I in Fundamental Public Law from Yaounde II University and a Professional Masters II in Human Rights Law, International Criminal Law and International Humanitarian Law, from the University of Dschang. He bagged two Ph.D. degrees, one in the History of International Relations from the University of Yaounde I, and the other in Public Law from the University of Douala. He is equally a product of the National School of Administration and Magistracy (ENAM), where he studied general Administration both in cycles B and A and graduated with the school's certificate and diploma respectively.

Professionally, He has served in the Ministries of Public Service and Administrative Reforms, Finance and Territorial Administration. Out of the fifteen years he has put in as top civil servant, he has spent twelve in territorial command, holding very key sensitive positions that helped to enrich his experiences. 
Dr. ANUAFOR Cletus ASONGWE has succeeded to blend theory and practice as a field practitioner. It is in recognition of this hybrid nature that he was recruited as visiting lecturer of Land Law at the National School of Local Administration (NASLA) in Buea. He is married and a father of four.
